Heightened Monitoring Program (PCPC)
The Texas Department of Family and Protective Services (DFPS) is partnering with The Centralized Training Infrastructure for Evidence Based Practices (CTI-EBP) at the University of Texas Health Center at San Antonio (UTHCSA) and Institute for Quality Children’s Services to elevate the quality and effectiveness of residential care for children and youth as part of their Heightened Monitoring Program.
Through the implementation of the Quality Standards Assessment (QSA), DFPS will measure and monitor program performance across key quality domains. Insights from the QSA will guide the development of a customized training platform tailored to the needs of residential providers and child placing agencies. This pilot initiative supports a statewide commitment to data-driven improvement by offering consultation, evaluation, training, and technical assistance—all grounded in a research-based framework for quality practice.
